Some sections also help Veterans with other ratings.

Sources checked September 17, 2026. This is general information, not a decision about your claim or individual legal advice. Use your award records and a VA-accredited representative to confirm what applies to you.

Quick answer

IU can pay compensation at the 100% rate while your underlying combined rating stays at 80%. Permanent and Total (P&T) status and long-standing-rating protections are separate questions. Do not assume a percentage or the passage of time answers all three.

Official VA explanation of Individual Unemployability

Choose your question

What does my award actually say?

Which benefits should I check?

What happens after 20 years?

What about work and VA letters?

Have rules or benefits changed?

What should I do next?

1. What does my award actually say?

Write down these four items from your records. If something is unclear, write “not sure” and ask your representative.

Combined rating: for example, 80%.

IU award: whether it was granted, its effective date, and whether it has remained continuous.

P&T status: what VA has determined about permanence and total disability.

Individual evaluations: each condition’s percentage and effective date, including later changes.

Download your VA benefit summary letter. Keep the decisions establishing the awards as well; the current summary alone may not show the full history.

2. Which benefits should I check?

Compensation

Check the current VA compensation tables and your dependent information. IU’s 100% payment level does not turn the underlying 80% combined rating into a 100% schedular rating.

Dental care

VA lists Veterans who receive compensation at the 100% rate because they are unemployable due to service-connected conditions in dental Class IV, potentially qualifying for any needed dental care. Temporary 100% awards have different limits. Check VA’s dental eligibility page and ask your VA dental service about enrollment.

Family health coverage

CHAMPVA may cover an eligible spouse or dependent child of a Veteran with a service-connected P&T determination. TRICARE eligibility and other requirements matter. An 80% rating or IU payment by itself is not enough to decide a family member’s eligibility. Check CHAMPVA eligibility and application steps.

Other benefits

Use VA’s benefits directory to check health care, education, employment support, housing, insurance and family benefits. Each program has its own requirements. For state or local benefits, ask your state Veterans agency; your residence and that program’s definition of disability can matter.

3. What happens after 20 years?

First check which award has been in place, at what level, and since when. Twenty years since leaving service is not the same as twenty years at a particular evaluation.

Under 38 CFR § 3.951(b), a disability evaluation continuously held at or above a level for at least 20 years generally cannot be reduced below that protected level unless the rating was based on fraud. The period runs from the evaluation’s effective date to the reduction’s effective date. Read § 3.951.

IU also has specific reduction rules in § 3.343(c), and that regulation points to § 3.951(b) for protection of total disability ratings. Have an accredited representative check the IU effective date and continuity separately from the underlying 80% rating. Read § 3.343.

The 20-year rule is a protection rule, not an automatic new-benefit award. If VA sends a proposed reduction or information request, get help promptly and respond by the notice’s deadline.

4. What about work and VA letters?

IU concerns the ability to maintain substantially gainful employment because of service-connected disability. VA distinguishes marginal employment from substantially gainful employment. Read the VA explanation. Ask an accredited representative to review your specific work, income and award protections before relying on a general rule.

VA says it matches wage information with Social Security and may request employment verification. Its current guidance gives 65 days to respond to an IU employment-verification notice. Read your own notice carefully and keep proof of your response. Verify IU employment status with VA.

5. Have rules or benefits changed?

This is a guide to the sources checked above, not a complete history of every rule change. A current rule, an annual payment adjustment and a proposed rule are different things.

For payment amounts, check the effective date on the VA rate table.

For an employment-verification request, follow the current VA instructions and your notice.

For rating protections, read the regulations linked above and ask how they apply to your award history.

For a news story, check who is affected, whether the change is final, its effective date and any action deadline.

Browse Veterans Benefits news. News coverage is not a substitute for checking the rule or your individual notice. No automatic change alerts are provided by this page.

6. A checklist for your next appointment

Collect your benefit summary letter and the decisions granting your rating and IU.

List the effective dates, any interruptions, and whether P&T is established.

List benefits you already use and the ones you want to ask about.

Bring any VA notice and highlight its response deadline.

Ask: “Which protections apply to each award, and which additional benefits should I apply for?”

Find a VA-accredited representative. Accredited VSO representatives provide free assistance with VA benefit claims. Attorneys and claims agents may charge fees.

Print this page from your browser if useful. Keep personal claim records private and submit them through VA or your appointed representative, not this website.

Return to all benefits topics

← Veterans Benefits Guide Start here if you have an 80% combined rating and receive Individual Unemployability (IU, also called TDIU).
